Since 1.14 you can easily get every enchantment just from villagers. I also think, that this would give the enchantment table a purpose again.
Combining a stack of "normal" golden apples into a better one therefore only makes sense. I think the anvil is better, since it already combines stuff. This process would then require something like 64 or 100 levels. I therefore think it is better if you need to combine a stack of golden apples with an enchanted book of apple enchantment (of however it might be called) in an anvil. What does however sometimes require mode levels is the anvil. I think elevating the maximum amount of levels needed for a single item breaks consistency, so I don't like the Idea of the enchantment needing 100 levels in an enchantment table.
